What it does
Start from the brief as it arrived: an email, a memo, a vendor sheet. Nothing is cleaned up first.
Objectives, options, constraints, assumptions, and risks come out as candidates. You accept, edit, or reject each one.
Platform, tests, requirements, standards, and options share one graph. Every node quotes its evidence.
Weights are integers that must sum to 1000. The desk will not score until they do.
Scores, constraint checks, and the ranking are computed, not written. Missing data stays blank. Same inputs, same hash.
The exact weight or figure where the answer changes, as a sentence you can hand to the room.
Bias checks with numbers, assumptions with status, open risks. A score gates the signature.
A signed package carries the recommendation, the evidence, and the hashes that reproduce it.
When a test result, a cost revision, or a weight change arrives, the package re-runs and shows what moved.

Havoc is a one-shot vehicle trade study. Longhaul carries the same family through four quarterly refreshes. Both are synthetic reference programs with public anchors. Neither is Army program data.
